The dress code meant she would have to change many of her outfits as women have to be covered up from their shoulders to their knees. Instead, Knowles will be performing in Jakarta, Indonesia on that day to replace the concert.

I had the same question, too. But apparently, Malaysia is more conservative when it comes to dressing code. Perhaps Jakarta exempts foreigners or performers from the rule.
